DCBA Docket 3/26 -- The Court Adapts to the Current Crisis

DCBA Office Closed to the Public Effective immediately and until further notice, the DCBA office has been closed to the public. In accordance with the closure of the Court to non-essential functions, Court ID operations have been suspended until normal court operations resume. DCBA Staff are working remotely and continue to manage membership, CLE, Driver School, and Lawyer Referral Service. The general phone line, 630-653-7779, and email,, can be used for any questions or concerns.


Court Orders and Updates

Bail Procedures in Criminal Proceedings - Effective March 30, all initial bail hearings conducted Monday through Friday, except those in which an order of no bail is sought pursuant to 725ILCS 5/109-1(a), shall be heard in morning bond court in courtroom 4016 at 8 a.m. or in afternoon bond court in courtroom 1000 at 4 p.m. See Administrative Order 20-13.

Per Order 20-12, issued March 25, with respect to any warrants issued for a misdemeanor or traffic offense, except for offenses of domestic battery or violation of an order of protection, law enforcement may satisfy the obligation of the warrant by issuing the defendant a personal recognizance bond in the amount consistent with the bond amount set on the warrant.

Temporary Procedures to Keep Domestic Relations Cases on track - As a result of the COVID-19 pandemic, Chief Judge Daniel P. Guerin, and Timothy J. McJoynt, presiding judge of the Domestic Relations Division, have made certain temporary procedures for the progression and resolution of domestic relations matters.


Administrative Order 20-10 (Prove-ups)andAdministrative Order 20-11 (Pre-trial Conferences)have been issued to establish temporary procedures in the Domestic Relations Division. Specifically, temporary accommodations will be afforded to attorneys and litigants regarding agreed upon prove-ups. The Domestic Relations Judges will review and consider entering final judgments and parental allocation judgments presented to them, electronically only, subject to certain conditions listed in the order. Additionally, procedures for virtual pre-trial conferences have also been established

Child Support Withholding Orders - In light of the modification of courthouse procedures due to COVID-19, Agreed Withholding Orders should be presented to the court without presenting it to the Clerk for pre-approval.

Special Procedures in Domestic Relations:Administrative Order 20-10 (Prove-ups), Administrative Order 20-11 (Pre-trial Conferences) and Administrative Order 20-15 (Contested Hearings) were issued to establish temporary procedures in the Domestic Relations Division.

Update on Court Operations – DuPage County Chief Judge Daniel P. Guerin issued administrative order 20-09 on March 23, continuing all trials 60 days or until further order of the Illinois Supreme Court. Additionally, the Law Library and Court Reporters Office have adjusted operations to support remote access by attorneys. Join LLH at the Northern Illinois Food Bank - Unfortunately, people are still going hungry during the current crisis. Services for the needy are struggling to keep up with the demand and are short on volunteers. However, you can do something to help! Sign up to join Lawyers Lending a Hand for a volunteer event at the Northern Illinois Food Bank. The event will take place from 5:30 p.m. to 7:30 p.m., on April 30, at the food bank in Geneva. Contact Edna Wollenberg to take part!

Digital Nominating Petition Form Now Available - Due to the closure of the courthouse and cancellation of DCBA activities, it is anticipated that some candidates for DCBA office might have trouble securing 20 signatures on the Nominating Petition form. A fillable PDF form is now available on the DCBA website that can be circulated to those supporting any candidate’s nomination. Distribution and collection of the form is the responsibility of the candidate. Candidates submitting these forms in support of their nomination should do so in one, single transmission to the DCBA Executive Director at no later than 5 p.m. on March 31, 2020.

Family Center Modifies Operations - The DuPage County Family Center is limiting services through April 19, due to concerns regarding COVID-19. Services will be reassessed as mid-April approaches, but for now, there will be no in-person parent education. The PEACE class is postponed and will resume Thursday, April 23. All mediations will be conducted over the phone. Supervised parenting time is suspended, and intakes will be taken via phone. Neutral Exchange is limited to families with active OPs and families with significant safety issues. We will work with families to determine alternate locations for exchanges if they will not be coming here. In House Exchanges are suspended. 2020 Practice Management Basic Skills Registration Open - This program will feature six sessions on the fundamentals of managing a law practice. All attorneys are welcome and will earn one hour of PRMCLE for each session attended. New admittees can fulfill their first year of MCLE requirements with this seminar in combination with completion of an approved Mentoring Program. The seminar will take place from 10 a.m. to 4:30 p.m. on Friday, May 15 at the Bar Center.
