DuPage County Bar Association Releases Ratings for Judicial Candidates


The DuPage County Bar Association (DCBA) has released the ratings for candidates seeking one of four vacancies for Circuit Court Judge in the Eighteenth Judicial Circuit. The DCBA Judiciary Committee invited candidates to take part in its process of evaluation upon their qualifications for the position of Circuit Court Judge. The candidates submitted detailed written applications to the Committee, whose members in turn conducted a diligent investigation and review of the information and references provided. The Committee had the opportunity to interview the candidates on January 28, 2020, followed by consideration and scoring in accordance with established DCBA Bylaws and Judiciary Committee procedures. Ratings encompassed the following criteria: legal knowledge and ability; judicial temperament; courtroom experience; breadth of legal experience; reputation in the legal community; activities and leadership in the legal community and community at large; diligence and punctuality; and health. Scores were tabulated and certified, yielding candidate ratings of Highly Recommended, Recommended, or Not Presently Recommended for the position of Circuit Court Judge.


The names and ratings of Circuit Court Judge candidates (alphabetical by last name) are as follows:

Richard D. Felice: Highly Recommended

Jeffrey M. Jacobson: Recommended

James F. McCluskey: Highly Recommended

Azam Nizamuddin: Highly Recommended

Margaret “Peggy” O’Connell: Highly Recommended

Monique O’Toole: Highly Recommended

Jill Otte: Recommended

Ann Celine Walsh: Highly Recommended


Further, the members of the DCBA participated in a poll with the Illinois State Bar Association on the question of Judicial Retention on the Appellate and Circuit Courts, reccommending the following:


On the Second District Appellate Court


Retain Justice Ann B. Jorgensen - Yes

Retain Justice Mary S. Schostok - Yes


On the 18th Judicial Circut


Retain Judge John J. Kinsella - Yes

Retain Judge Bob Kleeman - Yes


About the DCBA

Chartered on February 1, 1879, the DuPage County Bar Association is Illinois’ largest county bar association with over 2000 member attorneys. The Association includes as its objectives to foster the highest ethics, integrity and honor of the legal profession; improve the quality of the judicial system and the administration of justice; and promote the legal profession through community service and education. The nineteen-attorney members of the nonpartisan DCBA Judiciary Committee are appointed to three-year staggered terms by the DCBA President with advice and consent of the Board of Directors. To ensure representation from a broad spectrum of its membership, the DCBA Bylaws require the Committee to include in part a set number of members having experience from 5 to 10 years; over 10 years; and over 15 years. Current Committee members include retired judges, public servants, private practitioners, and former presidents of the DCBA.
