Speaker: Jonathon Hauenschild - The American Legislative Exchange Council

Topic Summary: 5G, or “small cell” technology represents a revolutionary approach to communications. Between the spectrum the antennas utilize and the reduced range, providers need to deploy small cells throughout cities. Complex and burdensome regulatory schemes designed for 4G will not work for small cells.

To ensure the most rapid deployment possible, the FCC and states are acting to preempt or limit local jurisdiction over the approval process. What does this mean for local governments? Is this a good thing? The presentation will explore federal regulations and focus on state laws impacting small cell deployment. Audience members should leave with a better understanding of the regional or national perspective regarding small cell deployment.


Learning Objectives:

1. The recent developments in Federal regulations impacting state and local small cell deployment or review standards;

2. What various states are doing to enable small cell deployment and balance between preempting local authorities’ jurisdiction those localities have been permitted to retain;

3. Why Federal regulators and state policy makers believe new legislation or new interpretations of existing regulations is necessary.
